ECN is 100% correct. My grandparents immigrated from Cuba, got their papers and became citizens and learned the language enough to where they're fluent in both English and Spanish. He's right about Mexico too. If you go there and don't know Spanish, you're at a severe disadvantage. Because in our country we have such a thing as states rights. The federal government has nothing to do with this.
