It really isn't too outlandish. The big thing about the NFL's cracking down on the big hits is knowing who the 'repeat offenders' are. If a guy has built a name for himself as a punisher who has been penalized multiple times for hits that are too much, they are more likely to get penalized for those 'middle ground' sort of hits.
